Little Rock Mayor Frank Scott Jr.
Little Rock voters made history on Dec. 4, 2018, when they selected Frank Scott Jr. as the City’s 73rd mayor and first elected Black chief executive. Since that day, Mayor Scott has worked to unite our diverse neighborhoods into one City and one people, cooperating to expand our economy and improve our quality of life. He brings a unique combination of skills to the job with significant experience in both the public and private sectors.
Scott began his public-service career in the office of Arkansas Governor Mike Beebe where he served for five years, first as deputy policy director and later as director of intergovernmental affairs. While on Beebe’s staff, Scott continued his education, earning a Master’s Degree in Business Administration from the University of Arkansas at Little Rock. That degree, with a concentration in finance, complemented Scott’s undergraduate degree in Business Administration from the Fogelman College of Business at the University of Memphis.
Determined to put his finance training to work, Scott accepted a position as a community banker with First Security Bank, giving him insight into the issues facing small businesses across the City. At the same time, he continued to devote a significant amount of time to serving both his City and State as a member of the Port of Little Rock Board of Directors and as a member of the Arkansas Highway Commission – experiences which gave Scott an understanding of the critical infrastructure that forms the backbone of any city.
Bruce T. Moore, City Manager
Bruce T. Moore was appointed as Little Rock City Manager on December 17, 2002, after having served as Assistant City Manager since April 1999. Prior to that appointment, he served in a variety of capacities with the City of Little Rock including Assistant to the Mayor and Assistant to the City Manager.
As City Manager, Moore serves as the Chief Administrative Officer appointed by the Mayor and Board of Directors and is the principal adviser to the governing body on all operational matters pertaining to the overall direction and administration of municipal government overseeing nearly 2,500 employees and a budget of $222.6 million. In addition, he served as the lead City Staff person for the development of William Jefferson Clinton Presidential Center and Park in downtown Little Rock.
Moore has a Master of Public Administration degree from Arkansas State University and a Bachelor of Science degree from Henderson State University. He is a member of the International City/County Management Association (ICMA), Arkansas City Manager's Association (ACMA), First Vice President of the National Forum of Black Public Administrators (NFBPA) Board of Directors, Little Rock Regional Chamber of Commerce Board of Directors and Downtown Little Rock Partnership Executive Board.
ANTWAN PHILLIPS, CITY DIRECTOR POSITION 9
A lawyer and adjunct faculty member at the University of Arkansas Little Rock’s Bowen School of Law, Director Phillips was elected in 2020. He is also the newest member of Little Rock's Advertising and Promotions Commission.
Chief Delphone D. Hubbard, Little Rock Fire Department
Chief Delphone D. Hubbard became the fourteenth Chief of the Little Rock Fire Department in January 2018. Prior to joining the Little Rock Fire Department, he served for twenty-two (22) years with the City of Memphis (TN) Fire Services rising to the rank of Division Chief.
Chief Hubbard has a Bachelor’s Degree from LeMoyne-Owen College and an MBA from Webster University. He and his wife, Tosha, have two adult daughters and a third daughter who attends Little Rock Public Schools.
Chief Keith Humphrey, Little Rock Police Department
Police Chief Keith Humphrey comes to Little Rock after having been Chief of the Norman, Oklahoma, Police Department from 2011 to 2019.
He holds a Bachelor’s degree in Business Administration from Texas A&M University-Commerce and a Master’s of Business Administration from Amberton University. He is also a Graduate of the Harvard Kennedy School Strategies for Building and Leading Diverse Organizations and the Leadership in Police Organizations Program.
Chief Humphrey has been an adjunct professor at the University of Oklahoma, Langston University, and Argosy University, as well as an instructor for the FBI Law Enforcement Executive Development Association.
He is a member of the Police Executive Research Forum, the International Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives, and the FBI LEEDA Program.
Rodolfo Quilantan, Consul Quilantán in Little Rock
Ro Dolfo Quilantán-Arenas is a native of Saltillo, Coahuila, where he earned his law degree from the Autonomous University of Coahuila. He earned a Master's in National Security issues from the National Defense College, which is part of the Ministry of National Defense in Mexico City.
The Consul Quilantán career member of the Mexican Foreign Service since 1985 and has served at Mexican consulates in Antwerp, Belgium; Milan, Italy; Los Angeles, USA; Guayaquil, Ecuador. In addition, he served for five years as Director for Legal Affairs at the Embassy of Mexico in Washington, DC.
Apart from his public duties, he has taught academic conferences as a guest conductor in Mexican and foreign universities on international issues, consular and diplomatic law. In addition, he has published articles and essays on foreign policy, diplomacy and protection to Mexicans. He is the author of the books, the death penalty and consular protection in Mexico and Culture.
Director Ken Richardson- City of Little Rock Board of Directors Ward 2
Ken Richardson is the City Director for Ward 2. A lifelong resident of Little Rock, he is a graduate of Little Rock Central High School. A nationally recognized expert in youth violence prevention, he has been Director of Program Services for New Futures for Youth.
Director Richardson has more than 20 years of experience in providing training on youth development, youth violence prevention, and youth program design and development. In addition, he has over a decade's experience in coordinating the City of Little Rock's gang intervention programs and the City's Intervention Reserve Team. He has developed the "Leadership Development for Youth Professionals" training series for local youth workers. In addition to his work with youth at his job, he coaches AAU boys basketball.
Director Richardson was first elected to the City Board of Directors in November 2006 and took the oath of office on January 1, 2007. He was reelected in November 2010 and is currently serving his second term.
Since joining the Little Rock City Board, Director Richardson has been a tireless advocate for the award-winning 12th Street Corridor Revitalization Plan. Director Richardson conceptualized and currently spearheads the 12th Street plans. One of the anchors is the 12th Street Police Substation at 12th and Cedar streets.
Director Doris Wright- City of Little Rock Board of Directors Ward 6
Doris Wright is the City Director for Ward 6. A native of Lake Village, Arkansas, she received a Bachelor of Science degree in Psychology and Sociology from the University of Arkansas at Monticello. She has also received a Certified Public Manager designation from the University of Arkansas at Little Rock.
Director Wright was first elected to the City Board of Directors in November 2006. She was reelected in November 2010 and November 2014. She is a past president of the John Barrow Neighborhood Association. A long-time advocate for the John Barrow area, she has been involved in the Parkview Arts & Science Magnet High School Parent Teacher Student Association. Across the street from Parkview is the Sidney S. McMath branch of the Central Arkansas Library System. Director Wright was instrumental in the placement and construction of the library in that neighborhood.
Director Wright established and remains heavily involved in the West Central Sports Complex. She has served as director of that organization and the sports leagues which play there. Several hundred youth play sports there each year. She has also established the Rosedale softball and baseball complex, the West Central Senior Activity Center, and is coordinating planning of the West Central Community Center.
She is also a member of the Eta Phi Beta Sorority, Inc., Little Rock Gamma Nu Chapter.
JOYCE ELLIOTT, STATE SENATOR DISTRICT 31
Since 2001, senator Elliott has served in both the Arkansas House of Representatives and the Senate where she has advocated for equality for all Arkansans.

Senator Chesterfield is a retired educator and a leader of the Arkansas Democratic Black Caucus.

Before entering Arkansas state politics, Representative Allen worked as a parole commissioner with the Arkansas State Post Prison Transfer Board. He also served as a planning commissioner with the City of Little Rock.
JAMIE SCOTT, STATE REPRESENTATIVE DISTRICT 37
Representative Scott serves on the House Judiciary Committee and the House State Agencies & Governmental Affairs Committee. She graduated from Arkansas State University with a B.A. in criminology and sociology and an M.A. in criminal justice. Additionally, she is a graduate of the Harvard School of Government executive education program.
DENISE ENNETT, STATE REPRESENTATIVE DISTRICT 36
Representative Ennett serves on the board of directors for the Historic Arkansas Museum Foundation and Preserve Arkansas. She also serves on the City of Little Rock Arts and Cultural Commission.
JOY SPRINGER, STATE REPRESENTATIVE DISTRICT 34
Rep. Joy C. Springer is serving her second term in the Arkansas House after first being elected in a special election on March 4th, 2020.
Rep. Springer has served on the House Public Transportation Committee, the House Aging, Children and Youth, Legislative & Military Affairs Committee, the Joint Budget Committee, and the Joint Performance Review Committee.
